He was the son of renowned French sculptor Jean-Baptiste Moreau and studied under Francois Jouffroy at the Ecole des Beaux-Arts in Paris. He began exhibiting at the Salon in 1863 and won medals for his sculptures at the Universal Expositions of 1878 and 1900.
Often, his subjects were young women and allegorical statues of Hebe, the goddess of youth. His 1880 sculpture of the mathematician Alexis Clairaut decorates one of the facades of the City Hall of Paris.
